It is understood that the match referee will consider the matter. But what does the rulebook say about this incident?

The ICC Rulebook states the following regarding this incident:

This incident falls under Act 2.12, “Inappropriate physical contact with players, player support staff, referees, match referees, or other persons (including spectators) during international matches.”

The rules further state: “Note: Any form of inappropriate physical contact is prohibited in cricket. Depending on the severity of the violation, the following factors shall be considered, including but not limited to: (i) whether the contact was intentional (intentional); or was reckless. (without limitation) the circumstances of the particular situation; (ii) impact of contact; (iii) harm to persons contacted; and (iv) players, only if they contact Player Support. ..”

The final decision on this matter will be taken by ICC Match Referee Andy Pycroft. If Pycroft feels it was a level 2 offence, Kohli could be given 3-4 deductions. In such a case, Kohli could be suspended for the next match. Considering only Level 1 offenses, Kohli could get away with just a fine.
